History

The Qatar Investment Authority (QIA) was founded in 2005 by the then-emir of Qatar, Hamad bin Khalifa Al Thani, with the goal of managing the country’s oil and natural gas surpluses. The establishment of QIA was part of a strategy to diversify Qatar’s economy and reduce its dependency on energy revenues. Prior to the formation of the QIA, Qatar’s Ministry of Finance had a small in-house team managing revenue from budget surpluses.

QIA’s operations began with an emphasis on minimising risks associated with the fluctuations in global energy prices. The fund primarily focused on international markets, including the United States, Europe, and the Asia-Pacific region, as well as diversifying within Qatar into sectors outside of energy. Over the years, QIA expanded its portfolio to include various assets such as private equity, listed shares, and real estate.

In 2013, following the ascension of the new emir, Sheikh Tamim bin Hamad Al Thani, there was a reshuffle of key positions in QIA. Ahmad Al Sayed was appointed as the Chairman and CEO of QIA, replacing Hamad bin Jassim Al Thani. Sayed served for 16 months before being succeeded by Sheikh Abdullah bin Mohammed bin Saud Al Thani, the CEO of Ooredoo, who held the position until 2018. From July 2022 to November 2024, Mansoor Ebrahim Al-Mahmoud served as the CEO, followed by Mohammed Saif Al-Sowaidi, the current CEO. In March 2023, Sheikh Bandar bin Mohammed bin Saoud Al-Thani was appointed Chairman, succeeding Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, who was appointed as Prime Minister and Minister of Foreign Affairs.

QIA has consistently sought to invest in international markets, targeting strategic sectors such as technology, media, telecommunications, and real estate. Key investments include significant stakes in companies such as Volkswagen, Barclays, and Sainsbury’s. The fund has also made substantial investments in global real estate, including properties in New York, London, and Milan.

As of 2021, more than half of QIA’s assets were invested in private equity and listed shares. The fund has also made notable investments in sectors like plant-based food and indoor farming, reflecting its focus on high-growth markets. Furthermore, QIA is a founding member of the International Forum of Sovereign Wealth Funds and continues to play a significant role in Qatar’s economic diversification efforts.

Its investment strategy focuses on long-term value creation, aligning with Qatar’s economic diversification goals. QIA’s holdings span real estate, financial institutions, technology, infrastructure, retail, energy, venture capital, and sports, reflecting a strategic approach to global investment.

In real estate, QIA holds extensive investments through direct ownership, joint ventures, and listed real estate investment trusts. Its wholly owned subsidiary, Qatari Diar, is responsible for major developments including the Chancery Rosewood Hotel in London and the redevelopment of the Shell Centre. QIA also owns Katara Hospitality, a global hotel owner and operator. Additional notable property investments include London’s Canary Wharf and HSBC Tower, New York’s Park Lane Hotel, and Milan’s Porta Nuova district.

QIA maintains substantial holdings in financial institutions both domestically and internationally. Key domestic holdings include QNB Group, Qatar’s largest bank, Ooredoo, a telecommunications company, and the Qatar Stock Exchange, the national stock exchange. Globally, QIA has invested in Barclays, Credit Suisse, and Glencore, supporting its strategy of maintaining exposure to diversified financial assets.

The authority has also invested in technology, media, and telecommunications companies. Its portfolio includes a $400 million investment in the Indian edtech firm BYJU’S, $250 million in the UK-based AI company Builder.ai during its Series D funding round, and stakes in cloud-based technology firms such as Snyk and Coveo. QIA acquired a 10% stake in Universal Music Group in 2019, reflecting its interest in media and entertainment assets.

In infrastructure, QIA has made significant investments in projects such as Heathrow Airport, holding a 20% stake, and the Golden Pass LNG Project in the United States, a joint venture with ExxonMobil aimed at expanding liquefied natural gas production. These investments demonstrate QIA’s commitment to large-scale infrastructure and energy assets.

QIA’s retail and consumer investments include iconic and strategic assets. The authority owns Harrods, the London department store, and Sainsbury’s, a leading UK supermarket chain. In India, it has invested $200 million in Rebel Foods, a cloud kitchen startup, highlighting its interest in innovative consumer-facing businesses.

Energy and renewable investments form an important part of QIA’s portfolio. It has partnered with Enel Green Power to develop renewable energy projects in Sub-Saharan Africa and invested in Adani Green Energy in India. QIA has also invested in companies developing electric vehicle battery technology, including QuantumScape and Ascend Elements, supporting the transition to sustainable energy solutions.

Through its $1 billion “Fund of Funds” initiative, QIA supports emerging venture capital firms, fostering the development of Qatar’s startup ecosystem. This initiative aims to provide long-term capital to venture funds while enabling exposure to innovative global technologies.

QIA has also invested in sports and leisure. Its portfolio includes a significant minority stake in the Audi Formula One Team and ownership of Paris Saint-Germain (PSG) through Qatar Sports Investments. Additionally, QIA acquired the World Padel Tour, establishing a global professional padel circuit. These investments demonstrate QIA’s strategic focus on sports as part of Qatar’s global influence and soft power initiatives.
